Job Description

Arconic is seeking a Contract Manager with high energy and drive to join the Commercial group in its Arconic Engineered Structures (AES) business. This position will report to the Director of Commercial Operations and Systems and can be based in either Pittsburgh, PA OR Cleveland, OH. This position requires the ability to travel up to 10%. 


The primary purpose of the Contract Manager is to lead the development and negotiation of contracts for the AES business unit. The incumbent leads and manages a major contract or combination of contracts with broad scope and complexity. The incumbent supports the business unit and its sites with strategic and tactical goals, policies, and procedures, and by ensuring contract and regulatory compliance. This position requires the ability travel up to 10%.  
 
Role responsibilities include but are not limited to:
Analysis/Interpretation

  • Provide knowledge of division systems, products, and services and understanding of division goals and strategies in developing contracts and proposals. Support Division contracts function by effectively implementing and following through on strategic initiatives.
  • Advise management and business segments concerning terms and conditions, including applicability of and compliance with Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and Cost Accounting Standards (CAS) requirements and other government related supplementals concerning government contracts.
  • Identify and mitigate all business and legal risks in prospective and existing contracts and ensure the necessary internal approvals from management have been obtained
  • Evaluate the company’s contractual risk in terms of cost exposure (e.g. compensation of damages/costs associated with performance); establish review processes to mitigate risk during contract performance. Manage contractual change control process. (e.g. in accordance with the program management change control procedures). Ensures an effective flow down of contract requirements in accordance with established Policy and Procedures.
  • Provide independent analysis of business/contract issues to support decision making
  • Support the performance of existing contracts by interpreting and ensuring compliance with contract provisions
  • Ensure accuracy in contractual documentation and proposal preparation.
  • Lead team in performing analysis, interpretation, investigation, and research of complex contractual information. Advises team and leadership on contract interpretation and in developing solutions and formal recommendations.
  • Maintain and coordinate contacts with domestic and foreign civilian and military representatives, as well as customers and government agency officials. Analyze problem/opportunity areas, structure data-gathering and evaluation of internal processes, and coordinate responses.

Negotiation

  • Perform contract negotiations directly with customers and support leadership during higher level negotiations
  • Provide revisions/responses for contracts during the negotiation process
  • Participate in new business pursuit and associated contract strategy.
  • Draft commercial and legal language changes for contractual documents during the negotiation process

Compliance

  • Work with the Legal Dept. and cross-functional teams across various business segments, to provide guidance on contract interpretation, and support legal and compliance, for U.S. government (federal, state, and local) and international contracts, including prime and subcontract arrangements.
  • Investigate and resolve compliance problems and respond to questions from internal or customer sources and government regulatory agencies. May draft or prepare responses on behalf of Group/Division positions.
  • Coordinate training and business meetings to facilitate the exchange of information on contract review. Develop and implement programs to increase cross-functional knowledge and awareness of contracting requirements and policies as needed.

Key Position Skills and Abilities:
Ability to negotiate, draft, review, and revise contractual documents at a high-volume capacity
Prior experience and strong proficiency redlining and negotiating contracts, and reviewing contracts for completeness and consistency with corporate standards
Ability to research compliance issues relating to applicable regulations and law to formulate recommendations to management
Customer-focused with the capacity to resolve moderately complex contracting issues with creative solutions
Experience in applying corporate policies and standards in a variety of contractual contexts
Ability to perform multiple assignments simultaneously and to organize and prioritize job duties effectively with minimal direction in a fast-paced environment
Business acumen with the ability to recognize risk elements in business transactions and to understand the products or services that are the subject matter of a contract
Proficient in Microsoft Office suite, including MS Word, Excel and PowerPoint
Attention to detail and follow-through
Strong written and verbal communication skills to effectively interface with all levels of business, management and government officials
Ability to liaise with Government representatives – e.g., Defense Contract Management Agency (DCMA), Defense Contract Audit Agency (DCAA), Defense Security Service (DSS)

Qualifications

Basic Qualifications:

  • Bachelor’s degree from an accredited institution
  • Minimum of 5 years of contract management or project management experience
  • Employees must be legally authorized to work in the United States. Verification of employment eligibility will be required at the time of hire. Visa sponsorship is not available for this position.

 
Preferred Qualifications:

  • Contracts certifications (FAR, DFAR, CFR, DEAR, ITAR, EAR, TINA, and CAS)
  • Project management certifications (PMP, PgMP, PfMP or PMI-RMP)
